The commission stated the change was made “for the convenience of CSS CE-2027 aspirants and to ensure the smooth and orderly conduct of the preliminary test.”
For the complete syllabus and subject details, see our CSS Syllabus guide.
4. Understanding the MPT (MCQs-Based Preliminary Test)
What is the MPT?
The MPT (MCQs-Based Preliminary Test) is a mandatory qualifying screening test for all CSS aspirants. You cannot sit for the CSS written examination in January 2027 unless you first qualify the MPT. Qualification is specific to each CSS cycle – a CE-2026 MPT qualification does not carry forward to CE-2027.
For a comprehensive understanding, see our CSS MPT Pattern guide and CSS Screening Test guide.
MPT Registration Window & Fee Payment (PSID System)
The MPT public notice arrives on 2 August 2026, with online registration opening the very next day. Registration stays open from 3 to 20 August 2026, giving aspirants an 18-day window. FPSC has held this same one-day gap between notice and registration opening for three consecutive cycles.
MPT fee: Rs. 250, Written fee: Rs. 2,200, Head of Account: C-02101 (Organs of State Exam Fee). Generate a 16-digit PSID on the FPSC portal and pay through any 1Link channel (ATM, Easypaisa, JazzCash, internet banking, or OTC at any 1Link member bank).
Do not confuse fee payment with application submission. The FPSC application is a two-step process. Paying the fee is Step 1. Completing the full online form is Step 2. Applications that stop after fee payment are not considered submitted, regardless of paid status.
MPT Test Date & Rescheduling Update
The MPT will be conducted in 19 cities across Pakistan simultaneously. Admission certificates can be downloaded from the FPSC website at least 10 days before the test. No separate intimation will be made by FPSC.
MPT Syllabus & Passing Criteria
| Subject | Marks |
|---|---|
| English (Essay and Precis) | 100 |
| Current Affairs | 100 |
| Pakistan Affairs | 100 |
| Islamic Studies | 100 |
| General Science and Ability | 100 |
| Everyday Science components | – |
The passing threshold is 33 percent minimum. There is no negative marking, so candidates should attempt all questions.

5. CSS 2027 Written Examination: Complete Details
Written Exam Application Window
Only candidates who qualify the MPT become eligible to apply for the written examination. The public notice is confirmed for 8 November 2026, with online applications opening 10 November and closing 25 November 2026. This 16-day window is twice the 8-day window FPSC allowed for CE-2026.
Written Exam Fee & Hard Copy Submission
The written exam fee stands at Rs. 2,200, deposited under Head of Account C-02101. Candidates must send a hard copy of the online application, along with attested educational certificates, CNIC, domicile, photographs, and the bank receipt, to FPSC Headquarters in Islamabad by 4 December 2026.
Written Exam Commencement Date
The written examination begins 27 January 2027 and runs approximately three weeks. You will sit twelve papers: six compulsory (worth 600 marks) and six optional (worth 600 marks), for a total of 1,200 marks. Roll number slips are uploaded to the FPSC portal 3-4 weeks before the exam.
For more details, visit our CSS Written Test guide.
6. CSS 2027 Eligibility Criteria: Age, Qualification & Attempts
Age Limit & Cut-off Date
Eligibility follows the standing CSS Competitive Examination Rules 2019. The standard age bracket is 21 to 30 years, measured against 31 December 2026.
The National Assembly approved raising the age limit to 35 years and attempts to 5 in May 2025, but the Establishment Division has rejected both proposals, describing them as “impractical.” FPSC’s 174th meeting also decided to retain the existing policy. For CSS 2027, plan under the current rules of 21-30 years and three attempts.
Age Relaxation Categories
- Government servants with a minimum of two years of continuous service
- Scheduled caste and Buddhist community (with certificate)
- Tribal Areas, Gilgit-Baltistan, and Azad Jammu & Kashmir candidates
- Disabled persons
Educational Qualification
A bachelor’s degree with at least a second division from an HEC-recognised institution. Foreign degree holders must obtain an HEC equivalence certificate before applying. See our CSS Exam Eligibility Criteria guide for full details.
Attempt Limits
Maximum three attempts for the CSS written examination. MPT does not consume an attempt – only sitting for one or more written papers counts.
7. Documents Required for CSS 2027 Application
Documents for MPT Stage
No hard copy submission applies at this stage.
Documents for Written Exam Stage
Send by registered mail with tracking to FPSC Headquarters, Islamabad, before 4 December 2026.
8. CSS 2027 Optional Subjects: Selection Strategy & Passing Trends
Choosing the right optional subjects is the most critical strategic decision an aspirant makes. It directly impacts approximately 600 marks of the total 1,200 written marks. The average passing rate for optional subjects in CSS 2023 was approximately 12.5%, with subjects like Political Science and Sociology showing higher success rates.
| Group | Selection Rule | Example Subjects |
|---|---|---|
| Group I | One subject of 200 marks | Accountancy & Auditing, Economics, Computer Science, Political Science, International Relations |
| Group II | Subject(s) totaling 200 marks | Physics, Chemistry, Applied/Pure Mathematics, Statistics, Geology |
| Group III | One subject of 100 marks | Business Administration, Public Administration, Governance & Public Policies, Town Planning |
| Group IV | One subject of 100 marks | History of Pakistan & India, Islamic History & Culture, British/European/US History |
| Group V | One subject of 100 marks | Gender Studies, Environmental Sciences, Agriculture & Forestry, Botany, Zoology, English/Urdu Literature |
| Group VI | One subject of 100 marks | Law, Constitutional Law, International Law, Muslim Law, Mercantile Law, Criminology, Philosophy |
| Group VII | One subject of 100 marks | Journalism, Psychology, Geography, Sociology, Anthropology, Regional Languages, Persian, Arabic |
The optional subject selection made in the written application is final. FPSC will not consider any qualification or change not included on the online form after submission. Subject selection must be made before the application window opens on 10 November, not during it.

10. How CSS 2027 Compares to CE-2025 & CE-2026
FPSC has compressed the overall CSS cycle for 2027. The gap between the MPT and the written exam now spans October 2026 to January 2027, close to four months, against the five-month gap between CE-2026’s November MPT and February written exam.
| Aspect | CE-2026 | CE-2027 | Change |
|---|---|---|---|
| MPT Date | 9 November 2025 | 10 October 2026 | ~6 weeks earlier |
| Written Exam Start | 4 February 2026 | 27 January 2027 | ~1 week earlier |
| MPT-to-Written Gap | ~5 months | ~4 months | Compressed |
| Written Application Window | 8 days | 16 days | Doubled |
| MPT Fee | Rs. 250 | Rs. 250 | Same |
| Written Fee | Rs. 2,200 | Rs. 2,200 | Same |
The written application window is the one place FPSC gave aspirants more time, not less. Sixteen days for CE-2027 compares to eight days for CE-2026, suggesting FPSC may be responding to portal congestion complaints raised in past cycles. For previous date sheets, see our CSS Date Sheet 2026 page.
11. Frequently Asked Questions (FAQs)
Yes. FPSC issued Advance Public Notice F.2/1/2026-CE on 5 July 2026, confirming the tentative schedule for both MPT and written CSS 2027. Detailed MPT advertisement follows on 2 August 2026; written advertisement on 8 November 2026.

The written examination begins 27 January 2027. Written registration runs 10-25 November 2026, with hard copy deadline on 4 December 2026.
The MPT fee is Rs. 250, deposited under Head of Account C-02101. Payment is made through the PSID system via any 1Link member bank channel.
Yes. The written exam fee is Rs. 2,200, higher than the Rs. 250 MPT fee. Both are deposited under Head of Account C-02101.
No. Only candidates who pass the MPT become eligible to apply for the written examination. The MPT result carries forward only within the same CSS cycle.
The standard age bracket is 21 to 30 years, measured against 31 December 2026. The proposal to raise to 35 years has been rejected for CE-2027.
No. MPT does not consume your written examination attempts. Only sitting for one or more written papers counts as an attempt.
If you registered but don’t appear without a valid documented reason accepted by FPSC, your candidature is treated as submitted and unsuccessful. This does not consume a written attempt, but closes your CSS 2027 candidature.
Roll number slips are typically uploaded to the FPSC portal approximately 2-3 weeks before the MPT (late September 2026) and 3-4 weeks before the written examination (early January 2027).
You must obtain a Departmental Permission Certificate (DPC) or No Objection Certificate (NOC) from your employing department before applying. Applications without DPC/NOC are not processed.
You must obtain an HEC equivalence certificate before applying. Applications from foreign degree holders without HEC equivalence are rejected at document verification.
Rs. 250 (MPT) + Rs. 2,200 (Written) = Rs. 2,450 total if you qualify MPT and proceed to written. Paid via PSID through any 1Link channel.
No. MPT qualification is specific to each CSS cycle. If you qualified MPT for CSS 2026, that does not carry forward to CSS 2027. You must appear again.
12. Actionable Steps & Critical Decisions
Preparation success in CSS is often about the quality of decisions made at specific points, not just the quantity of hours put in.
| Deadline | Action Required |
|---|---|
| Before 3 Aug 2026 | Confirm eligibility, verify documents are consistent, create FPSC portal account |
| Before 10 Oct 2026 | Complete 5 weeks of focused MPT prep; sit at least 3 full-length practice MPT papers |
| Before 10 Nov 2026 | Finalise six optional subjects (data-backed), rank service group preferences, complete DPC/NOC |
| Before 4 Dec 2026 | Print application, gather attested documents, send registered mail to FPSC |
| Before 27 Jan 2027 | Complete 2 full mock cycles, verify roll number slip & centre, prep exam-day logistics |
Common Mistakes That Cost Aspirants the Entire Cycle
- Paying fee but not submitting the full form – the FPSC application is a two-step process.
- Inconsistent name / DOB across documents – causes verification failures.
- Missing the hard-copy deadline – online submission alone is incomplete.
- Choosing optional subjects during the application window – must be locked before 10 Nov.
- Treating MPT as “just MCQs” – the MPT is a competitive screening test.
- Waiting for MPT result before serious written prep – return to full prep immediately.
- Not attempting all MPT questions – there is no negative marking.
- Ignoring the compressed timeline – CE-2027 is tighter than previous years.

13. Final Thoughts: Your 208-Day CSS 2027 Preparation Runway
FPSC has given you 208 days of preparation runway. That is enough time for a serious first-time aspirant to prepare thoroughly, provided the time is used with the right sequence of decisions and the right daily habits.
The candidates who will clear CSS 2027 are not the ones with the most study material or the highest hours. They are the ones who make the right strategic decisions early, particularly around subject selection, and who build daily preparation habits that sustain across the full cycle without burning out.
In CSS 2025, only 355 candidates cleared the written examination out of 12,792 who appeared – a pass rate of 2.77%. But it is not impossible, and aspirants from every domicile, every academic background, and every city in Pakistan clear it every year.
