FPSC CSS Exam Eligibility Criteria
CSS Eligibility Criteria 2027 – Age Limit, Attempts, Education & Domicile Rules (FPSC)
Last verified against CSS Competitive Examination Rules 2019 (as amended) and FPSC notifications.
Every year, hundreds of capable aspirants spend months preparing for the CSS exam, only to be rejected at the application or document-verification stage over a single eligibility detail they overlooked. A miscalculated age, an unrecognized degree, or an already-exhausted attempt can end the journey before it begins.
This guide breaks down every CSS Exam Eligibility Criteria condition set by the Federal Public Service Commission (FPSC), age, education, nationality, domicile, and attempts, so you can confirm your status in minutes, not after you’ve paid the fee and booked a coaching slot.
Bottom line up front: For CSS 2027, you must be 21–30 years old on 31 December 2026, hold a Bachelor’s degree (2nd division) from an HEC-recognized university, be a Pakistani citizen / J&K national, possess a valid domicile, and have not used all 3 attempts.

CSS 2027 Eligibility - Quick Reference Table
| Requirement | Condition for CSS 2027 |
|---|---|
| Age | 21 to 30 years, calculated on 31 December 2026 |
| Age relaxation | Up to 32 years for eligible categories (see below) |
| Education | Bachelor's degree, minimum 2nd division / Grade C, any discipline |
| Recognition | University must be HEC-recognized (foreign degree needs HEC equivalence) |
| Nationality | Citizen of Pakistan or national of the State of Jammu & Kashmir |
| Domicile | Valid domicile certificate from the relevant district authority |
| Attempts | Maximum 3 written attempts (MPT/screening attempts not counted) |
You must satisfy all of these simultaneously. Missing even one results in rejection.
1. CSS Age Limit 2027
The standard CSS age limit is 21 to 30 years. The single most important rule that aspirants misunderstand is the cut-off date.
Under CSS Rules 2019, your age, qualification, and domicile are all judged as on 31 December of the year preceding the examination. For CSS 2027, that date is 31 December 2026.
This means:
- You must have turned 21 on or before 31 December 2026.
- You must not have crossed 30 on that same date.
- Crossing either limit by even one day makes you ineligible.
Why the cut-off date matters (the borderline case): If you turn 31 in, say, February 2027, after the cut-off date, you are still eligible for the 2027 cycle, because on 31 December 2026 you were 30. As long as you are 30 on the cut-off date, the entire exam cycle is open to you.
CSS Age Relaxation (Up to 32 Years)
FPSC allows an upper-age relaxation of 2 years (up to age 32) for specific categories. These are written into the rules, not informal concessions:
- Government employees with at least 2 years of continuous service as on the cut-off date.
- Candidates from recognized backward / less-developed areas as notified by the government.
Important caution: Employees of nationalized banks, the State Bank of Pakistan, WAPDA, regulatory authorities, and other autonomous/semi-autonomous bodies are generally not entitled to this relaxation. Always confirm your category against the current FPSC notification, and submit supporting documents at the application stage.
Pending policy alert: The National Assembly approved raising the CSS upper age limit to 35 years and allowing additional attempts. However, FPSC has not yet officially implemented this change. Until a formal FPSC notification is issued, the old rule (21–30 years, 3 attempts) remains in force for CSS 2026/2027. Verify the final notification on www.fpsc.gov.pk before applying, do not rely on social-media claims.
2. Number of Attempts
A candidate may sit the CSS written examination a maximum of three (3) times in their lifetime.
Key clarifications most candidates get wrong:
- What counts as an attempt: If you are issued a roll number and formally admitted to the written exam, it counts, even if you withdraw, skip papers, or fail to appear. The usual exception is if FPSC itself cancels the examination.
- The MPT/screening test does not count: Attempts at the MCQ-Based Preliminary Test (MPT) are not counted toward your three written attempts.
- FPSC tracks your history across all exam years. Declaring false information about previous attempts can lead to permanent disqualification.
- Age and attempts interact: You must satisfy both at once. If you've crossed the age limit but have attempts left you're out. If you're within the age limit but have used all 3 attempts, you're also out.
3. Educational Qualifications
The minimum academic requirement is a Bachelor's degree with at least a second division (or Grade C) in any discipline, from a university recognized by the Higher Education Commission (HEC).
What this means in practice:
- Your subject doesn't matter. Engineers, doctors, business graduates, and arts students all compete on the same ground.
- Third-division bachelor's holders are still eligible, provided they have secured a higher division/grade in their Master's degree.
- Foreign degrees are accepted only if accompanied by an HEC equivalence certificate.
- Final-year students can often apply provisionally but must produce the degree before the final result is declared by FPSC.
4. Nationality
To be eligible, you must be:
- A citizen of Pakistan, or
- A person who derives nationality from the State of Jammu & Kashmir.
Marriage to a foreign national: A candidate who has married a non-Pakistani is not eligible, unless they obtained prior permission from the Federal Government before the marriage (and the spouse is a national of a country recognized by the Government).
Dual nationals: Dual nationals may appear in the exam, but typically must surrender their foreign nationality before joining service if allocated to a group, and may be required to give a written undertaking at the application stage.
5. Domicile
A valid domicile certificate, issued by the relevant district authority, is mandatory.
Why domicile is more than a formality:
- It determines the provincial/regional quota under which you compete. Punjab carries the largest quota (around 50%), which also means the toughest competition; smaller provinces have fewer seats but proportionally better local odds.
- Candidates from Azad Jammu & Kashmir must also provide a Permanent Residence Certificate (PRC) and application forms attested by an officer of Deputy Secretary rank or higher.
- Once submitted, documents cannot be changed in the current or any later examination, so check the spelling of your name, district, and date of issue carefully before submission.
CSS 2027 Eligibility Checklist
Before you apply, tick every box:
- I will be 21–30 years old on 31 December 2026 (or eligible for relaxation up to 32).
- I hold a Bachelor's degree (2nd division) from an HEC-recognized institution.
- My foreign degree (if any) has an HEC equivalence certificate.
- I am a Pakistani citizen / J&K national, with no disqualifying foreign-national marriage.
- I have a valid, error-free domicile certificate.
- I have not exhausted my 3 written attempts.
If all six are checked, you are eligible to apply.

- Confirm the official notification on www.fpsc.gov.pk.
- Re-check your age against the 31 December cut-off date.
- Verify your degree's HEC recognition and, for foreign degrees, your equivalence certificate.
- Inspect your domicile certificate for errors.

Frequently Asked Questions (FAQ)
What is the CSS age limit in Pakistan for 2027?
The CSS age limit for 2027 is 21 to 30 years, calculated as on 31 December 2026. Eligible categories, government employees with at least two years of service and candidates from recognized backward areas may apply up to 32 years.
How is CSS age calculated?
Your age is judged on the cut-off date, which is 31 December of the year preceding the exam. For CSS 2027, that is 31 December 2026. If you are 30 on that date, you remain eligible for the whole 2027 cycle even if you turn 31 during the exam months.
How many attempts are allowed for the CSS exam?
A maximum of three written attempts is allowed. Being issued a roll number counts as an attempt even if you don't sit the exam. MPT/screening attempts are not counted.
What is the minimum qualification for the CSS exam?
A Bachelor's degree with at least a second division (Grade C) in any subject from an HEC-recognized university. A third-division bachelor's is accepted only if the candidate later earned a higher division in a Master's degree.
Can a dual national apply for the CSS exam?
Yes, dual nationals can appear, but they must surrender their foreign nationality before joining service if allocated a group, and may be asked for a written undertaking at the application stage.
What domicile is required for the CSS exam?
A valid domicile certificate from the relevant district authority. It determines your provincial quota. AJK candidates additionally need a Permanent Residence Certificate and forms attested by a Deputy Secretary or higher.
Is the new 35-year age limit and 5-attempts policy applicable now?
Not yet. Although the National Assembly approved these changes, FPSC has not officially implemented them. The 21–30 age limit and 3-attempt rule still apply until a formal FPSC notification confirms otherwise.
